Yeah, so this is the Shinto Goddess of the Sun, Amaterasu, if she were an Eagle.
Not sure how I thought of this, maybe thinking about gods and i'm sure the Egyptian God of the Sun, Ra, was an Eagle so maybe it's that.
Again, I would recommend all my friends here on DA submit something for the scroll.
